   You should set it on KDE settings!

   Proxy configuration in KDE applications is a global setting!
   You can find it, in System settings OR Konqueror configurations.

   It's not a matter of howto configure the global settings. Using a proxy blogilo says everytime "no connection" or something like this. But all other KDE-Application work with the proxy inspite of blogilo.
